Until the Media Lab is opened, the letters will be waiting in an inbox, so you can send letters whenever you want. Here are some guidelines to keep in mind:
Each character can only send one email per IC day, so choose who you're sending it to wisely.
Do not include plot information such as the graveyard, who a killer is, etc. This content will be filtered out of a message if your character tries to include it.
There's also a public inbox for use if you want to address the whole game/tell them all something.
