The work we do together will lead to a better future for humanity- not only in these times of uncertainty, but far into the future, whatever it holds. Your background in business will make you a capable leader to Vault 62 science staff, and your administrative background gives you the unique ability to lead and manage the general population as well. As per the instructions laid out for this Vault, we also expect that you may be reading this again after the mandatory threshold for Phase I has been passed. We would like to wish you a "good morning" as well as welcome you to Phase II of the operation. Soon, you and the survivors will be stepping into a new world, ready to take the very best and lead the efforts to help rebuild our country. The data you and your Vault will be providing will be invaluable to the United States' efforts against foreign threats. Vault-Tec Human Resources VAULT-TEC INSTRUCTIONS The mission of Vault 62 is to fully research a new technology developed by the United States military meant to alter memories and mental states. These prototypes are a modified version of the Tranquility Loungers (currently slated for extensive civilian usage in Vault 112), and have been specially developed to have a higher tolerance for longer usage. These prototypes have a higher interaction with brain functions and memories, and are slated to be used for rehabilitation of soldiers, advanced interrogation of enemies of the United States, and other classified uses. The Loungers are able to modify memories of its users extensively, and Vault 62 seeks to determine the full extent as well as any side-effects that may arise from their usage, since preliminary testing determined that users may face increased mental stress, lowered inhibitions, and other psychological problems as a result of having their memories modified. For the sake of controlled tests and results, Vault 62 has been divided into sectors where this experiment is being run at yearly intervals. Testing began when outside sensors determined that radiation levels have fallen to safe levels for surviving residents to evacuate the facility upon completion of their program. This sector is SECTOR 27 (PROGRESS: 27/27), and systems indicate that safe radiation levels were detected on DECEMBER 14TH, 2115. The current date is MARCH 16TH, 2142. We have provided you with one General Atomics International RoboBrain (non-mobile variant). This Robobrain will assist you with running the experiment, monitoring daily functions, resident stress levels, and other important functions. Your RoboBrain has been preloaded with a Stress Testing operation, and will be providing additional instructions and information once residents have settled, which will officially start Phase II. The RoboBrain Control Center can be found on the upper level of the Vault, but we do not expect that you will need to access this sector of the Vault. Residents of Vault 62 sectors are divided into three primary groups: 1) You, the Overseer. Your Lounger's memory protocols were disabled, and as such, you should experience no side effects from being sustained by the Lounger. You may feel some weakness and grogginess for the first week, but proper hydration and consuming the nourishment kits (found in your personal apartment) should have you back to normal within the week. 2) Your science staff. Your science staff has been tasked with providing the additional stressors needed to fully test the extent of memory modification and any side-effects that may arise. You will be leading a team of four top Vault-Tec scientists in this endeavor (see: Personnel Files). However, the science staff has been given a modified version of the resident modification program. They will be subject to the same modifications and delusions as residents (see below), but do not worry, as they will still understand their role in operators of the experiment. Scientists are part of a subset experiment at the request of the U.S. Military to attempt to increase aggression and lower inhibitions of subjects. Because of this modification, we expect that scientists may begin to regain their memories as the experiment continues, at which point we advise they be terminated to preserve the results of the experiment. After all, they believe that the process of memory modification is reversible, but this capability is still currently under development and is not expected to finish within their lifetimes. 3) Residents. Your sector has been populated by 30 residents from a variety of socioeconomic backgrounds. These residents have gone through the full modification process, and as such, will not remember their lives as citizens of the United States. New memories are procedurally generated by the RoboBrain, so there is expected to be little to no overlap between residents. Residents will likely believe they are from a wider geographic area and backgrounds than they truly are. If you hear strange or unbelievable stories, do not be alarmed. This is expected behavior, as we have observed this behavior when memories are generated by RoboBrain units. Preliminary results indicate that reminders of their past memories can cause a variety of side effects ranging from increased stress to seizures, and as such, Vault 62 has been designed to remove all traces of residents' previous memories. Don't worry, as the staples of modern life such as Nuka Cola still exist, but this Vault has simply been prepared with special supplies and architecture as to not remind residents of their lives. As such, for the sake of not contaminating results, we would also like to remind you that you're bound by your non-disclosure agreement and may not disclose the nature of this experiment to any residents, including your staff. Disclosure will result in immediate termination by a third party. Finally, because of the classification of this experiment (TS), the experiment is also intended to only permit the survival of Vault-Tec employees who have been granted proper clearances. Upon the start of Phase II, the Vault's biosensors will activate, and the Vault will unable to be opened until the sensors indicate the correct number of participants to ensure the secrecy that the government has requested. As such, the stressors are intended to help with this goal. If you feel any sort of stress over this, remember, you're helping your country by running this experiment. In addition, we have also stocked your personal quarters with a supply of Day Tripper for use as you see fit. LIVE FEED A flickering, green monochrome video pops onto the screen. It's very clearly a video feed from outside the Vault Door, as expected, but what the Overseer might not expect is the destruction that they see. The camera is clearly very high up, on some kind of mountain, and it gives them a wide view of the wasteland before them. There are skeletons of forests and cities for as far as the eye can see. It seems that the worst did indeed come to pass, and the world fell into ruin after the bombs dropped. The sensors may indicate safe levels of radiation, but there's very little to return to on the surface. In the distance, they can see a fuzzy, dilapidated skyline that they might remember as Atlanta's. Regardless of whether the Overseer is from Atlanta or not, they would have seen this skyline before when they came to the Vault. It's hard to make out any detail because of the quality of the video, but it seems that the buildings are in disrepair, since the skyline looks almost broken. The camera can be rotated about 90 degrees in either direction, but the view is largely the same. It's a view of ruin and death, and from this vantage point, it's not even clear if anything is left alive at all. The Overseer faces a question as they look upon the truth: is it even worth letting anyone open the Vault? At least here, they're safe from whatever may be outside. OPEN CONTROL CENTER DOOR ERROR!! BIOGRAPHY: Bigby was born as the youngest of seven children to his mother, Winter Wolf and his father, Boreas Wind. Boreas had left his family for reasons unknown to Bigby only a few years after his birth, leading to the passing of Winter from health complications that stemmed from severe anxiety and depression. Due to the number of children and lack of immediate family, he and his brothers were separated and sent to several different foster homes across America. Bigby did not take to this transition well, finding himself growing into quite the aggressive young lad. He had gotten into many, many fights in his youth, causing him to be shuffled about from home to home with no foster family to take him in.
This continued until the age of eighteen. With Bigby having become a delinquent constantly committing petty crimes and acts of violence, he was facing few options on his own. He had pushed away the idea of a new family and decided to use one of the only things he was good at ― hurting people ― and joined the United States Armed Forces. After all, the Resource Wars had just begun around this time and they were eager to recruit just about anyone that could hold a gun.
Bigby's eagerness to channel his anger into something "productive" (i.e. killing a lot of people, primarily those from China, the opposing faction) helped him quickly progress through the ranks of the military. He had been initially assigned to several black ops in the years leading up to the Anchorage Campaign of 2066, infiltrating secure areas within China for capture and/or elimination of high valued targets. Bigby had left a trail of bodies behind in his wake, building up the myth of something more than a man. To the U.S., he was known as "The Big Bad Wolf" in thanks to his name. To China, he was called much worse.
He had eventually volunteered to participate in the Battle of Anchorage and had fought on the front lines. His combat record allowed him an opportunity at being one of the first wearers of the T-51b power armor. A prototype unseen by all parties at that point in time, Bigby truly reigned terror upon his enemies. Even he is unaware of the body count. For several years, his life was nothing but war, thriving off of the terror that he had provided to his enemies and even those on the same side as him.
Bigby was never once tempted to let up until a fated encounter between Bigby and a female prisoner that he had found in a Chinese outpost. An Alaskan chained together with her sister, he had killed the captors protecting the outpost in a brutal, unforgiving fashion. For the first time in who knows how long, he had hurt another to help someone else for a change. His reward upon releasing them? A bayonet to the abdomen, by the prisoner who had become terrified by Bigby's (for once) well-meaning bloodlust. It was an eye-opening experience, to say the least. He had come to find out in the future that her name was Snow.
God, this has gotten long and so I'm going to tl;dr this and come back later. Bigby returned to the U.S. due to the injury that threatened his life. After recuperating, he had begun working at the Chicago Police Department. His skill set provided him a fast track into becoming a detective there, and he had eventually stemmed away from constant violence in favor of upholding the law and protecting others. Another fateful encounter with a pre-War Nick Valentine, having been brought to Chicago to lead Operation Winter's End, had occurred during this time. They worked together closely in pursuing Edward Winter, but all was for naught. People got killed, the operation was disbanded and Nick and Bigby went their separate ways.
While Nick was taken in by C.I.T. for PTSD, Bigby had earned the interest of Vault-Tec. It wasn't long before he was advised what was soon to happen to the country and the world, and he was offered a spot in one of their many vault projects to ensure security was enforced and to help further the study of its inhabitants in order to make sure civilization continued after a nuclear holocaust. He had very strong doubts about the intentions of the corporation but saw little choice as tensions between countries continued to grow and his first-hand experience with the Resource Wars. With the promise that they would find Snow and her sister to bring to the continental U.S. and its nearest Vault, he accepted a position with the shady company.
INTERVIEWER'S NOTES: Recommended as a chance for rehabilitation. Not our first pick, considering he may be a bit too loyal for our cause... But it could provide some additional stress for the team itself. We'll let the Robobrain know.
